Consultation has concluded

In October 2018, the community approved the borrowing of $4.5 million to build the new Creston Emergency Services Building. While the COVID-19 pandemic has presented some challenges for the project, the Town is pleased to announce that the construction started in April 2021 with an estimated completion date of Summer 2022.

  • Project update for week ending August 20, 2021

    The Creston Emergency Services Building project hit a very visual and important milestone on August 18, 2021 with the start of the physical building being erected. The crews from Eagle Builders arrived with the pre-fabricated panels and began the process of placing the walls upon the foundation.

    Eagle Builders was awarded the contract to engineer, manufacture and install the precast concrete structure for the Creston Emergency Services Building. By using load-bearing insulated precast panels, the Town of Creston gained value in their post-disaster building with reduced construction time, longevity and very low maintenance. Since this structural system does not rust, mold or burn, this facility will be able to protect and serve the citizens for generations.

    In February, Council made the decision to move towards a pre-cast concrete structure when it was determined that all other methods of building materials, primarily wood or steel, was more expensive based on the recommendation Michael Lewis of Chandos, Construction Manager for the Town of Creston.

    Prior to the installation of the pre-cast concrete panels, the final installation of gravel, drain tile, foundation insulation and backfill was completed.

    Moving forward into the week of August 23 to 27, the crews from Eagle Builders will continue installing pre-cast concrete panels, steel supports and roofing over the apparatus bays.

  • Project update for week ending August 6, 2021

    This week the project continued to progress smoothly. Application and completion of the foundation coating and insulation wrapped up this week. Crews continued hauling in and compacting gravel inside and outside of the foundation while installing drain tile on the north and east side is on-going. McElhanney, geotechnical engineers, are on-site to provide onsite inspection of the perimeter tile and materials being used.

    Looking ahead to next week, the site will continue to be prepped for the arrival of the concrete panel walls later this month. This includes installation of drain tile on west and south sides while the remainder of the site is built up and compacted.

  • Creston Emergency Services Building Floor Plans and Elevations

    The Creston Emergency Services Building has taken shape with the exterior walls and roof erected over the past month. The work begins towards substantial completion for the spring of 2022.

  • Site Superintendent Local to Creston Valley

    As the new Creston Emergency Services Building is underway, the person responsible for the management of all field and site specific construction activities, including project design, budget, schedule, performance and subtrades is a local resident. Mr. David Earl has lived in the Creston Valley for many years while working away from home for Chandos Construction for the past 15 years. As a local resident to the Creston Valley, he was excited to be able to work on this project.

    David is an experienced Superintendent with more than 38 years of construction supervision experience, offering solid knowledge in both commercial and residential construction projects. His excellent communication and interpersonal skills have allowed him to form excellent relationships with architects, engineers, consultants and clients. Being approachable and honest, David is a natural leader. He is able to assemble his site in a safe and organized manner from commencement to completion of the project. Naturally innovative and analytical, he is always open to new ideas.

    David has been on the site for the past two months since the start of the site development.

  • Foundation of Building Completed

    The last of the concrete for the foundation is being poured by local contractor Sullivan Stone today. The foundation is being added to the concrete footings poured last week, completing the key component for the building. The footprint of the building shows the shape of the new building in preparation for the pre-fabricated concrete walls to arrive later in August. Local contractor Rocktek will now be able to complete the site fill while the foundation concrete cures prior to the arrival of the walls and roof.

  • Site Update - Foundation Work Started

    The Creston Emergency Services Building reached a visible milestone today, July 6, 2021. After weeks of earthworks and installation of underground services, the first signs of the building started to take shape with the forms for the foundation footings. RocTec Products of Creston started framing the footings for concrete scheduled for next week. Shaw Steel from Wheatland, AB will be onsite later this week to install rebar for the footings while local companies Sullivan Stone and 3D Concrete will be completing the concrete work for the foundation.

    The site has been transforming over several weeks, but now this will begin to show the building size and dimensions on the ground. The new Creston Emergency Services Building will be built from pre-fabricated concrete panels, tentatively scheduled to arrive about mid-August.


  • Local Contractors Awarded Contracts in First Tender Package

    Chandos, the construction manager for the Creston Emergency Services Building, provided the Town of Creston recommendations for the first round of tender packages.

    The Town of Creston were pleased to see local contractors awarded contracts through the competitive bidding process. The construction has started at the site and is expected to be completed by spring of 2022.

  • Project Budget Increase

    Following information received at their Special Closed Committee of the Whole Meeting on February 24, 2021, Council has made the recommendation to increase the project budget for the Creston Emergency Services Building to $7.0 million from the $5.4 million that is budgeted in the Town of Creston’s current Five Year Financial Plan.

    The original project budget for the Creston Emergency Services Building (CESB) was established in 2016 and reconfirmed in 2018 through a Class ‘C’ estimate, comparisons with recently built fire halls in British Columbia, analyses of construction costs in BC and the Altus Construction Guide. After an unsuccessful referendum for borrowing in December 2017, the Town of Creston received voter permission in October 2018 to borrow a maximum of $4.5 million for the construction of a new fire hall. At that time, Council also committed to contributing $1.0 million from reserves towards the project. In November 2019, a Request for Information & Qualifications (RFIQ) was issued for general contractors for the project with five general contractors invited to participate in the tender process.

    Subsequent to the finalization of the land purchase for the CESB in January 2020, the Town was able to proceed to the final design drawings which were expected to be issued for tender in March 2020. Due to the COVID-19 pandemic, there were resulting delays in the tender process and following the receipt of only two tender bids in August 2020 which exceeded the funding available for this project, Council directed staff to cancel the tender process for the CESB and evaluate project options including the timeline and budget. After Council’s recommendation in October 2020 to issue a Request for Proposal (RFP) for construction management services, they consequently made the recommendation to engage Chandos Construction Ltd. for such.

    “As with countless other building projects, the COVID-19 pandemic has seriously disrupted the work on the Creston Emergency Services Building project”, said Ernie Polsom, Firewise Consulting. “There have been major impacts on costs on all aspects of the project from building materials such as lumber and steel, mechanical systems and labour. There have also been changes to the BC Building Code with respect to energy efficiency. The availability of materials has been severely affected, and there is no indication that this will be alleviated any time soon”, he continued. “One example that Council reviewed related to the cost of lumber for the CESB. Pre-COVID, the cost of lumber for the facility was estimated at $350,000 whereas now, the cost of lumber for the building is estimated to exceed $1 million. Clearly, changing the building envelope to utilizing products other than lumber will most certainly benefit this project”, added Mr. Polsom.

    “A large part of the pre-construction work that has been completed so far by both Chandos and Johnston Davidson Architecture, with support from the Town of Creston has been to evaluate all viable project options which includes everything from building materials, to redesign of certain building elements while maintaining the intended use and functionality of the facility”, said Michael Moore, Chief Administrative Officer. “After engaging in their own value engineering processes and evaluations with other construction professionals, Chandos has indicated that it is clear that there is extreme instability in today’s building market, with suppliers unable to guarantee prices for anything more than short durations. In addition to the significant impacts of COVID-19, Chandos has advised that construction costs have increased by approximately 20% since 2016. Unfortunately, this all means that the existing design for the Creston Emergency Services Building cannot be built within the 2016 approved budget of $5.4 million.”

    Council’s recommendation to increase the project budget for the Creston Emergency Services Building from $5.4 million to $7.0 million was made after establishment that the project budget increase could be achieved utilizing surplus and reserve funds, with no increases to borrowing or taxation.

    “When Council chose to cancel the tender process for the CESB back in August, 2020, we knew that there was uncertainty in the market conditions created by the COVID-19 pandemic, and that there would be impacts to the overall project”, said Mayor Ron Toyota. “This does not change the fact that we need to replace our fire hall. Our focus has always been, and continues to be, building a facility for our emergency responders and the community that is based upon current service levels and needs, and one that will fit with our emergency services now and into the future.”
