Each year the Town of Creston creates a budget (Five-Year Financial Plan) laying out how the Town will allocate its resources to achieve Council's identified strategic goals in a fiscally responsible manner.
It is important that the community is involved in the development of this document. Meaningful public involvement can assist Council in better understanding the programs and services residents value most.
The budget process involves balancing municipal income each year with planned expenditures related to service delivery. The budgeting process starts every Fall for the upcoming year and must be adopted by Council no later than May 15th of the budget year.
We invite and appreciate your active participation!

Thank you for your question. At this time, there is not a specific property that has been identified, but Council has allocation funds to be able to continue with the Downtown Revitalization Program by purchasing property in the future that aligns with the goals of the program. These funds will not be raised through taxation, and the purchase of any future property will be funded by grants.
Share 1. More details on the HWY realignment funded by debt. Is this included in the capital borrowing plan, and how will this impact the debt financing ratio?
2. What is the downtown revitalization land acquisition of $725,000 related to? And who is the 3rd party that funded it?
3. The Jan 2026 quarterly update by RDCK on Arrow Creek Water Commission Bylaw states "RDCK is awaiting a response from Town staff on specific wording to include within the bylaw regarding the Town's request for full delegated authority to the Commission. This project will be parked until that response is received." The RDCK owes the ToC monies for misallocated expenses over the years to the tune of ~$600k. Hello, and thank you for taking the time to read our budget document and submit your questions. Please find our answers your questions as follows:
The current amount of borrowing required at this point remains unknown until the Province finalizes their review. Currently, it is not known to Town staff whether the project will move forward or not. As a result, we are unable to quantify the impact to the debt financing ratio.
For details on this, and all capital projects, please refer to the detailed budget submissions, contained in Appendix B.
Town staff work regularly with RDCK staff to ensure a transparent and cooperative work environment that ensures the agreements the Town is entering into and sustaining are fair and equitable.
