The following sewer projects are scheduled for 2022


Sewer Line Pipe Replacement | Original Budget: $135,000 ($135,000 carry over [2021] + $141,000 [2022] = $276,000)

Description: Relining of sanitary mains that are placed in confined areas or have an above-normal bury depth. Relining compared to replacement can eliminate small pipe misalignments and root intrusion, extending the main's life at a lower cost than replacement, due to the location of these main lines.

The 2021 funds of $135,000 have been carried over and added to 2022 capital funds of $141,000 for a total of $276,000. This larger budget amount will allow more relining to be completed at a lower per unit cost.

Replace Brewery Sampling Shed | Budget: $25,000 ($25,000 carry over from 2021)

Description: Replacement and relocation of the Brewery sampling shed and internal infrastructure. The existing sanitary piping has corroded and supplies incorrect flow data. The building requires major repairs caused by internal humidity.

This project was delayed while negations of placement with MOTI occurred.

Estimated start: 3rd quarter 2021 | Estimated completion: 1st quarter 2022


Waste Water Treatment Plant Grit Removal | Original Budget: $30,000 (Partial carry over of $15,000 [2021] + $135,000 [2022] = $150,000

Description: Completion of engineering for a conventional grit removal system at the Waste Water Treatment Plant. This will improve reliability and meet Ministry of Environment requirements. Construction budgeted for 2023 is $425,000.

Estimated start: 1st quarter 2022 | Estimated completion date: 4th quarter 2022


BVF Flare | Budget: $55,000 ($5,000 carry over from 2021)

Description: Installation of parts that arrived in December of 2021. The existing flare components are requiring replacement due to age and deteriorating condition. Equipment failure would cause damage to the Bulk Volume Fermenter cover.

Estimated start: 3rd quarter 2021 | Estimated completion: 1st quarter 2022


Septage Receiving Station | Budget $200,000 (100% RDCK funded)

Description: Engineering portion to construct and meet operation requirements of a modern septage receiving facility to replace the temporary septage pits adjacent to the Waste Water Treatment Plant. The cost for providing the service (operating and capital) will be fully funded either through user fees, or in conjunction with an RDCK contribution.

I&I Remediation | Budget $50,000

Description: Infiltration and inflow investigation program will identify areas where storm and ground water are entering the sanitary sewer system, utilizing video inspection to identify defective pipe joints, broken pipes, or inflows from inappropriate connections.

Heavy infiltration and inflow during storm events cause sewer mains to surcharge and potentially back up into residential homes in lower areas within the municipality, or overflow manholes. The increased water flow dilutes sanitary sewer concentration that results in decreased treatment efficiency, and further, the sewage volume may exceed design capacity of the Waste Water Treatment Plant (WWTP). Municipal Waste Regulations (MWR) legislates the Town requires that inflows and infiltration not increase the maximum average daily flow more than twice the average daily flow at the WWTP during storm or snowmelt events. The municipality has been non-compliant with the regulations in the past and may result in monetary fines. Identifying and repairing potential infiltration and inflow sources reduces operation and maintenance costs of the WWTP and addresses environmental compliance within the Municipal Waste Regulations.

Overflow Lift Station | Budget $300,000 (2022) - $200,000 (2023)

Description: Engineer and construct a lift station that will prevent any overflows to the receiving environment of untreated waste water.
