A corporate strategic plan defines the business of the organization, clarifies its preferred future, and identifies strategic priorities.

Municipalities whose operations are guided by a strategic plan can be more effective and efficient in using their scarce resources (tax dollars) to better meet present and future needs.


In March 2006, the Town of Creston developed its first Corporate Strategic Plan. Since that time, in order to ensure the Strategic Plan remains current, the Mayor and Council plan Council’s strategic priorities and associated implementation actions are identified.

An implementation plan in the form of actions is included in the plan to provide for a more focused approach, and to enable the finalization of the budget and associated determination of resources. These actions are multiyear initiatives that will continue to be reviewed by Council on a regular basis to ensure the overall Strategic Plan is implemented.

Creston’s Strategic Plan is the document that Council uses to provide its direction to senior staff, to guide them in their planning, decision making and budgeting for the Town. The Plan was reached through a collaborative process, and provides clear direction from Council to fulfill its commitment to building a safe, prosperous and friendly town.

    At the July 20, 2021 Committee of the Whole Meeting, Council was provided an update on their strategic plan initiatives and goals using a "balanced scorecard" developed by Staff. The "balanced scorecard" provide sections for each Council identified pillar within the strategic plan focus areas with measurable metrics of how staff and Council members are supporting the overall objectives of the strategic plan.

    "This is a new way for Council to see that the organization is constantly supporting our vision and goals" said Mayor Toyota. "It gives Council insight into how various activities being done daily help us successfully complete projects or improve service delivery." he added.

    Overall, Council had reviewed information related to business licenses, building permit activity, and various administrative duties in addition to some project updates that support Council's focus on community safety, livability, economic health and service excellence. This reporting will be provided to Council every three months to keep Council better informed of progress into how the strategic plan is being implemented.

    On May18, 2021, Council held a strategic planning session to update the 2020-2022 Strategic Plan. Of note, Council spent time considering sociological, technological, economic and political impacts, whether positive or negative. Certainly, the COVID-19 Pandemic had the widest ranging impact to the plan from public perceptions, changing regulations and impacts on our local economy. These impacts are listed on pages 5 and 6 of the Strategic Plan.

    The amended plan was adopted at a Regular Council Meeting on May 25, 2021 and is posted at www.creston.ca.

    On January 21 and 22, 2020, the Town of Creston Council and management staff held a two day strategic planning workshop with consultant Tracey Lorenson of Paragon Strategic Services.

    Paragon Strategic Services has provided executive advisory services to both the public and private sector for more than 25 years. Paragon is the consulting arm of CivicExcellence and projects are led by Tracey Lorenson with an entire team working behind the scenes. Paragon has been in business for more than 25 years, providing service to public sector clients in the areas of strategy, governance, leadership and conflict resolution.

    The result was the 2020-2022 Town of Creston Strategic Plan that had four distinct focus areas for Council for the remainder of their 4 year term. These focus areas included Community Safety, Livability, Economic Health and Service Excellence. Within each focus area, Council identified numerous key objectives and projects, and further identified many of the guiding policies and studies that guide these decisions.

    This workshop was to update an earlier one day Strategic Plan workshop, facilitated by Dr. Gord McIntosh, in November 2018 that allowed the newly elected Council an opportunity to provide some short term guidance for the Town of Creston while the new Council members became familiar with the challenges and opportunities for the 2018-2022 term.
