Notice to Developers, Residents, and Interested Parties

The Town of Creston is in the process of considering a new Development Cost Charge (DCC) Bylaw No. 2058, 2026 to help fund infrastructure required to support growth.

About the Proposed Bylaw

Development Cost Charges are used to fund the capital costs of infrastructure such as roads, water systems, sewer, drainage, and parks needed to service new development.


Key elements of the proposed bylaw include:

Community-Wide Charges

The proposed DCCs will apply municipality-wide, ensuring a consistent and equitable approach to funding infrastructure that benefits the broader community.

Phased Implementation

The bylaw includes a phased implementation of DCC rates over time, using a structured approach that gradually introduces the full charges.

This approach reflects best practices to:

  • Improve predictability and certainty for development planning
  • Reduce potential impacts on housing affordability and project viability
  • Allow orderly transition to updated infrastructure funding levels

Responsiveness to Public Input

The phased implementation approach was directed by Council following consultation with developers, residents, and stakeholders from public feedback received and open houses held in 2025.


Council Consideration Timeline

  • June 16, 2026 – First and Second Readings by Council
  • July 14, 2026 – Public feedback opportunity and consideration of Third Reading


Following third reading, the bylaw will be submitted to the Ministry of Communities for approval by the Inspector of Municipalities.
